Yes, Animated captcha codes make it harder for Spambots to register for forums, and blogs.
As long as I can read the captcha code, I don't have a problem. But, I see animated captcha code as a problem for people with bad eyesight or are nearly blind.
But, I think more advance spam bots can pause the animation or take a screenshot for the captcha, so they can read it to register on a forum to start spamming by typing in the captch correctly.
Do you like captcha codes which are animated/moving text?

They're probably animated Gif. But, I guest few people use them because animated captchas might not work because the text is usually easy to read, but just moving..
Quiz questions like 1+1=2 usually work better I heard for reducing spammers without annoying visitors unless they're not smart enough to know what 1+1 =2/
