If you wanted to combine some video clips together, what program would you recommend?

I mainly just use Windows Movie Maker when I used Windows XP or Windows Live Movie Maker in Windows Vista, and 7 since it is free. But, they are not the best program.
If you use Linux, you can use a video editor called Kdenlive which you can download from https://kdenlive.org/ . It is one of the best free video editors for Linux.

I don't think any of those programs made it to windows 10.

VideoPad Video Editor maybe a good free video editor which works with Windows 10. Some guy recommended it to me, but I never used it yet.
