Ransomware shutting down USB ports maybe done, so users and backup programs can't backup any files to a USB drive before their entire PC's storage drive is encrypted.
Blocking USB ports will also prevent USB antivirus and antimalware programs like HitmanPro stored on USB drives from opening until the USB port is unblocked.

HitmanPro? Can't say I've ever heard of that.

HitmanPro is now owned by Sophos antivirus. Hitmanpro uses many antimalware scanners to scan your computer.

staples used to use sophos, had to drop it since it never did anything to stop ransomware or much malware.
