sadly most workplace PCS are too locked down to do a dual boot or may even have the power to do so.

It is sad that work computers are so locked down, and the boss/manager does not always allow people to install a more lightweight OS like Linux Mint.
I feel some workers who are working are dual-booting to a Linux Operating System because they mainly do tasks like writing posting Facebook ad post on their companies Facebook page and e-mail which can be done in a web browser on Linux.
A lot of older, cheaper and used computers are too slow to run Windows 10 without slowdown problems when using basic programs like Web browsers with a few tabs open. But, they can run Linux at a faster speed,

it is for the safety and work management of the work place. People could screw up their machine and make them unable to work.

I feel using a Linux PC may make some users safer from losing their work files because of Ransomware and Windows virus programs.

I agree, but many don't know how to operate linux, even on a GUI level.

I think it may not take a very long time to learn Ubuntu Linux GUI if users spend a few hours to read Ubuntu user guides, and watch a few instructional videos. But, it may take a lot longer for some people. Maybe paying people $10 to watch a few Ubuntu Linux tutorial videos may motivate people to learn Ubuntu.
Making a RPG or simulation video game about learning Ubuntu Linux may motivate some gamers to learn Ubuntu Linux. Ubuntu Linux is compatible with many fun PC games, and work with Steam for Linux, so I feel some gamers may give Ubuntu a try if they know how to use it.

some of them much rather not bother to learn and don't want change or upgrade sadly.
