I guest some people will use a Virtual machine to run Windows 7 to occasionally use IE.

To set those up and teach people how to use them would be a pain.

I think video tutorials maybe easier for teaching people how to use Virtual machines. Setting up VMs can be a hassle on older and slower computers which may need upgrades to increase the PC RAM and CPU for better speeds.

A normal user would never set on up, IT staff would, but most still wouldn't know how to use them right.

Hopefully, most companies switch or upgrade their software, so they don't need to use IE in the near future, or learn how to use a VM to use an older version of Windows which still have IE 10.

Upgrading can break things, cost too much and cause headaches, if it works best not to upgrade, if it can be help.

I guess, a lot of people may rather not spend money on upgrading, and choose to use virtual machines and emulators to run older versions of Windows and Internet Explorer if they can no longer find cheap used computers which are compatible with the last version of Windows 10 which can run IE.
