A small cardboard box with antistatic foam inside cost about $30, so I think covering a whole floor with antistatic foam may cost hundreds to thousands of dollars which may not be worth it if it would be cheaper to backup data to many storage devices like a hard drive, tape drive, other computers/servers, and flash drive.

Server room can see a lot of traffic, so I would only put the best materials in it.

I feel using removable antistatic foam flooring may work at preventing people's shoes from damaging the foam when the foam is not needed to protect things from dropping and breaking.

I would agree, but also being very careful would help as well.
