I think a lot of higher ups also cover up bad news which they caused by not being more careful, and hiring low wage workers like computer programmers who may more likely to not have good tech skills, so their workers are not good at preventing their hardware and software from lagging and crashing during regular use.

That is true learning more IT skills can make finding better jobs easier, and could make it easier for people to switch jobs if their new boss is not good.

Some degrees can help with that, but I feel most Comptia degrees aren't worth anything these days.

Comptia degrees could be good for people starting out with learning tech, or they live in a town or country which does not have good tech schools, so self-studying for Comptia certs exam could be one of the few options to learn about tech without moving to another city or town.

Comptia A+ is the basic of the basic for IT, everyone should still get that. Everything beyond that can just be a time killer or some early learning for more advance networking/security.

I agree preparing for more advance certs are time consuming.

I feel it could be somewhat expensive for some people to prepare for Comptia's higher level certs if they need to buy more books, and courses to prepare for more advance certs.
