Website can't keep up with your scrolling up and down a page.

Do you visit a website which can't keep up with your scrolling, and the images stick to the page which block text or whatever is further down on the page like a photo or video.

I notice this kind of happens to me on Youtube when I scroll down to read comments, the video freezes, and the comment area sticks to the video for a few seconds.

it appears to happen on sites that have bad lag. I usually just exit out of them.
