Technology can be expensive, do you know any place to get good deals?

Sometimes stores which sell used electronics, older electronics, and thirft/2nd-hand stores sell cheap electronics. You can also buy electronics pretty cheaply from a flea market.
Amazon, eBay, and Walmart sometimes have good deals.
Technology is getting cheaper a lot faster now because of the Chinese, Koreans, Indians and Taiwanese who make cheaper electronics and computers by copying big companies ideas, and hiring cheap workers who work for dollars a day which is one of the reasons buyers can now buy 7 inch tablets for $50.
There are also many smaller companies like Ouya which makes consoles which sell for $99. The original Ouya 8GB now cost between $80-90 on Amazon.

I see people tend to rush out and get tech when it's new and pricy instead of waiting for price drops.

I think mostly young people in their teens and twenties rush out to buy new tech while a lot of older people still mostly use their home wired telephone, and watch TV on their older style TV. A lot of people are also holding onto their old Windows XP-Vista computers longer because the newer operating systems look too weird for them, and most of the features in Windows 7 are found on XP.

Can also just be cheaper to build a XP using machine.

Most likely some of people also got their XP computer for free or a cheap price from someone who needs a faster PC to play newer PC games like Grand Theft Auto 4, Battlefield 4, and Watch Dogs. There are also many new PC games and software which no longer work on XP.
There are also a lot of old software and hardware like printers and scanners which does not work on Vista, 7, and 8 because Vista-8 is sometimes not backwards compatible with older XP software, games, and hardware.
