I think a lot of forum owners may use a more lightweight theme as the default theme if the forum is using a cheap or free web hosting plan which may load big image and video files more slowly when more people are on the site because the web server is slower.

It helps that forum themes are made a lot better these days, so they aren't as load intensive.

I think there are newer image file formats like webp which has a smaller size which help with making websited load faster.
